Summaries of HIV/AIDS Projects in Africa Partners: ELCA and Evangelical Lutheran Church of Tanzania and Lutheran World Relief. The Evangelical Lutheran Church in Tanzania began phase one of an AIDS education and prevention program in 1987, and continued in phase two beginning in 1995. For a variety of reasons, the program flourished in the Kagera (Northwest) area of Tanzania, but participation and impact has been uneven in the other three zones. The project will analyze the current state of phase two of the HIV/AIDS program of the ELCT and plan phase three.
